১৯৭২ সালের ১৯শে মার্চ তারিখে স্বাক্ষরিত গণপ্রজাতন্ত্রী বাংলাদেশ ও প্রজতন্ত্রী ভারতের মধ্যে(পারস্পরিক) মৈত্রী, সহযোগীতা ও শান্তি চুক্তির পূর্ণ বিবরণ।
Theaty of friendship, Co-operation and peace between the People's Republic of Bangladesh and the Republic of India signed on 19 March, 1972.
INSPIRED by common ideals of peace, secularism, democracy, socialism and nationalism;
HAVING STRUGGLED together for the realization of those ideals and cemented ties of friendship through blood and sacrifices which led to the triumphant emergence of a free, sovereign and independent Bangladesh.
DETERMIND to maintain fraternal and good-neighborly relations and transform their border into a border of eternal peace and friendship.
ADHERING firmly to the basic tenets of non-alignment, peaceful, co-existence, mutual co-operation, non-interference in internal affairs and respect for territorial integrity and sovereignty;
DETERMIND to safeguard peace, stability and security and to promote progress of their respective countries through all possible avenues of mutual co-operation;
DETERMIND further to expand and strengthen the existing relations of friendship between them;
CONVINCED that the further development of friendship and co-operation meets the national interests of both states as well as the interests of lasting peace in Asia and the world;
RESOLVED to contribute to security and to make efforts to bring about a relaxation of international tension and the final elimination of vestiges of colonialism racialism and imperialism;
CONVINCED that in the present-day world international problems can be solved only through co-operation and not through conflict or confrontation;
RE-AFFIRMING their determination to follow the aims and principles of the United Nations Charter, the Republic of India, on the one hand and the People's Republic of Bangladesh, on the other, have decided to conclude the present Treaty.
Article 1
The High Contracting parties, inspired by the ideals for which their respective people struggled and made sacrifices together, solemnly declare that there shall be lasting peace and friendship between their two countries and their peoples each side shall respect the independence, sovereignty and territorial integrity of the other and refrain from interfering in the internal affairs of the other side.
The High Contracting Parties shall further develop and strengthen the relations of friendship, good-neighborliness and all-round co-operation existing between them, one the basis of the above mentioned principles as well as the principle of equality and mutual benefit.
Article 2
Being guided by their devotion to the principles of equality of all peoples and states, irrespective of race or creed, the High Contracting Parties condemn colonialism and racialism in all forms and manifestations and are determined to strive for their final and complete elimination.
The High Contracting parties shall co-operate with other states in achieving these aims and support the just aspirations of peoples in their struggle against colonialism and racial discrimination and for their national liberation.
Article 3
The High Contracting parties reaffirm their faith in the policy of non-alignment and peaceful co-existence as important factors for easing tension in the world, maintaining international peace and security and strengthening national sovereignty and independence.
Article 4
The High Contracting Parties shall maintain regular contacts with each other on major international problems affecting the interests of both states through meeting and exchanges of views at all levels.
Article 5
The High Contracting Parties shall continue to strengthen and widen their mutually advantageous and all-round co-operation in the economic, scientific and technical fields. The two countries shall develop mutual co-operation in the fields of trade, transport and communications between them on the basis of the principles of equality, mutual benefit and the most favored nation principle.
Article 6
The High Contracting Parties further agree to make joint studies and take joint action in the fields of flood control, river basin development and the development of hydro-electric power and irrigation.
Article 7
The High Contracting Parties shall promote relations in the fields of art, literature, culture, sports and health.
Article 8
In accordance with the ties of friendship existing between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other party.
Each of the High Contracting Parties refrain from any aggression against the other party and shall not allow the use of its territory for committing any act that may cause military damage to or constitute a threat to the security of the other High Contracting party.
Article 9
Each of the High Contracting Parties shall refrain from giving assistance to any third party taking part in an armed conflict the other party. In case either party is attacked or threatened with attack, the High Contracting parties shall immediately enter into mutual consultations in order to take appropriate effective measures to eliminate threat and thus ensure the peace and security of their countries.
Article 10
Each of the High Contracting parties solemnly declares that it shall not undertake any commitment, secret or open, toward one or more States which may be incompatible with the present Treaty.
Article 11
The present Treaty is signed for a term of twenty-five years and shall be subject to renewal by mutual agreement of the High Contracting parties.
The Treaty shall come into force with immediate effect from the date of its signature.
Article 12
Any differences in interpreting any article or articles of the present Treaty that may arise between the High Contracting Parties shall be settled on a bilateral basis by peaceful means in sprit of mutual respect and understanding.
Done in Dacca on the nineteenth day of March, nineteen hundred and seventy-two.

উপরোল্লিখিত মৈত্রী, সহযোগীতা ও শান্তি চুক্তির বঙ্গানুবাদ:
শান্তি, ধর্মনিরপেক্ষতা, গণতন্ত্র, সমাজতন্ত্র ও জাতীয়তাবাদেও একই আদর্শে অনুপ্রাণিত হয়ে এই আদর্শের বাস্তব রূপায়ণের লক্ষ্যে একযোগে সংগ্রাম , রক্তদান এবং আতœত্যাগের মধ্য দিয়ে বন্ধুত্বের বন্ধন সুদৃঢ় করার অঙ্গীকার নিয়ে মুক্ত, স্বাধীন ও সার্বভৌম বাংলাদেশের বিজয় অভ্যূদয় ঘটিয়ে, সৌভ্রাতৃত্বপূর্ণ ও সৎ প্রতিবেশীসুলভ সম্পর্ক রক্ষা করতে এবং উভয় রাষ্ট্রের সীমান্তকে চিরস্থায়ী শান্তি ও বন্ধুত্বেও সীমান্ত হিসেবে রূপান্তরের দৃঢ় সংকল্প নিয়ে; নিরপেক্ষতা, শান্তিপূর্ণ সহাবস্থান, পারস্পারিক সহযোগীতা, অপরের আভ্যান্তরীণ ব্যাপারে হস্তক্ষেপ থেকে বিরত থেকে এবং আঞ্চলিক অখন্ডতা ও সার্বভৌমত্বকে সম্মান প্রদর্শনের মূলনীতিসমূহের প্রতি দৃঢ়ভাবে আস্থাশীল থেকে; শান্তি, স্থিতিশীলতা ও নিরাপত্তা রক্ষার দৃঢ় সংকল্প নিয়ে এবং সম্ভব্য সকল প্রকারের পারস্পারিক সহযোগীতার মাধ্যমে স্ব স্ব দেশের অগ্রগতির জন্য; উভয় দেশের মধ্যকার বর্তমান মৈত্রীপূর্ণ সম্পর্ক আরো স¤প্রসারণ ও জোরদার করার জন্য দৃঢ় সংকল্প নিয়ে; এশিয়া তথা বিশ্বের স্থায়ী শান্তির স্বার্থে এবং উভয় রাষ্ট্রের জাতীয় স্বার্থের প্রয়োজনে পারস্পরিক মৈত্রী ও সহযোগীতা আরো স¤প্রসারিতকরণে বিশ্বাসী হয়ে; বিশ্বের শান্তি ও নিরাপত্তা জোরদার করার উদ্দেশ্যে আন্তর্জাতিক উত্তেজনা প্রশমনে এবং উপনিবেশবাদ, বর্ণবৈষম্যবাদ ও সামন্তবাদের শেষ চিহ্নটুকৃ চৃড়ান্তভাবে নির্মুল করার লক্ষ্যে প্রয়াস চালানোর সিদ্ধান্ত গ্রহণ করে; আজকের বিশ্বের আন্তর্জাতিক সমস্যাগুলোর সমাধান যে শুধুমাত্র সহযোগীতার মাধ্যমে সম্ভব, বৈরিতা ও সংঘাতের মাধ্যমে নয় – এ ব্যাপাওে দৃঢ় প্রত্যয়ী হয়ে; রাষ্ট্রসংঘের সনদের নীতিমালা ও লক্ষ্যসমূহ অনুসরণে দৃঢ় প্রতিজ্ঞা পূনর্ব্যক্ত করে এক পক্ষে গণপ্রজাতন্ত্রী বাংলাদেশ ও অন্য পক্ষে প্রজাতন্ত্রী ভারত বর্তমান চুক্তি স্বাক্ষরের সিদ্ধান্ত নিয়েছে।
অনুচ্ছেদ ১ ঃ চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয় পক্ষ স্ব স্ব দেশের জনগণ যে আদর্শের জন্য একযোগে সংগ্রাম এবং স্বার্থত্যাগ করেছেন, সেই আদর্শে অনুপ্রাণিত হয়ে দ্ব্যর্থহীনভাবে ঘোষণা করছে যে, উভয় দেশ এবং তথাকার জনগণের মধ্যে দীর্ঘস্থায়ী শান্তি ও মৈত্রী বজায় থাকবে। একে অপরের স্বাধীনতা, সার্বভৌমত্ব ও আঞ্চলিক অখন্ডতার প্রতি সম্মান প্রদর্শন করবে এবং অপরের অভ্যান্তরীণ ব্যাপারে হস্তক্ষেপ না করার নীতিতে অবিচল থাকবে। চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ উল্লেখিত নীতিমালা এবং সমতা ও পারস্পরিক উপকারিতার নীতিসমূহের ভিত্তিতে উভয় দেশের মধ্যেকার বর্তমান বন্ধুত্বপূর্ণ সুপ্রতিবেশীসুলভ সার্বিক সহযোগীতা ও সম্পর্কের উন্নয়ন আরও জোরদার করবে।
অনুচ্ছেদ ২ ঃ জাতি ধর্ম নির্বিশেষে সকল রাষ্ট্র ও জনগণের প্রতি সমতার নীতিতে আস্থাশীল থাকার আদর্শে পরিচালিত হয়ে চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ সর্ব প্রকারের উপনিবেশবাদ ও বর্ণ বৈষম্যবাদের নিন্দা করছে এবং তাকে চুড়ান্তভাবে ও সম্পূর্ণরূপে নির্মুল করার জন্য প্রচেষ্টা চালানোর ব্যাপারে তাদের দৃঢ় প্রতিজ্ঞার কথা পুনরুল্লেখ করছে। চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ উপরোক্ত অভীষ্ট লক্ষ্য অর্জনের জন্য অন্যান্য রাষ্ট্রের সঙ্গে সহযোগীতা করবে এবং উপনিবেশবাদ ও বর্ণ বৈশম্যবিরোধী এবং জাতীয় মুক্তির সংগ্রামে জনগণের ন্যায়সঙ্গত আশা-আকাক্সক্ষার প্রতি অকুণ্ঠ সমর্থন দান করবে।
অনুচ্ছেদ ৩ ঃ চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ বিশ্বের উত্তেজনা প্রশমন, আন্তর্জাতিক শান্তি ও নিরাপত্তা রক্ষা এবং জাতীয় সার্বভৌমত্ব ও স্বাধীনতা মজবুত করার ব্যাপারে গুরুত্বপূর্ণ উপাদান হিসেবে জোটনিরপেক্ষতা ও শান্তিপূর্ণ সহাবস্থানের নীতির প্রতি তাদের অবিচল আস্থা পূনরুল্লেখ করছে।
অনুচ্ছেদ ৪ ঃ উভয় দেশের স্বার্থ-সংশ্লিষ্ট প্রধন প্রধান আন্তর্জাতিক সমস্যাবলী নিয়ে চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন পক্ষদ্বয় সকল স্তরে বৈঠক ও মত বিনিময়ের জন্য নিয়মিত যোগাযোগ করবে।
অনুচ্ছেদ ৫ ঃ চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ অর্থনৈতিক, বৈজ্ঞানিক ও কারিগরি ক্ষেত্রে পারস্পরিক সুবিধা এবং সর্বাতœক সহযোগীতা শক্তিশালী ও স¤প্রসারিত করে যাবে। উভয় দেশ সমতা, পারস্পরিক সুবিধা এবং সর্বোচ্চ আনুকুল্যপ্রাপ্ত রাষ্ট্রের বেলায় প্রযোজ্য নীতির ভিত্তিতে বাণিজ্য, পরিবহন ও যোগাযোগের ক্ষেত্রে সহযোগীতা স¤প্রসারিত করবে।
অনুচ্ছেদ ৬ ঃ চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ বন্যা নিয়ন্ত্রণ, নদী অববাহিকার উন্নয়ন এবং জল বিদ্যুৎ শক্তি ও সেচ ব্যবস্থা উন্নয়নের ক্ষেত্রে যৌথ সমীক্ষা পরিচলনা ও যৌথ কার্যক্রম গ্রহণে অভিন্ন মত পোষণ করে।
অনুচ্ছেদ ৭ ঃ চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ শিল্প, সাহিত্য, শিক্ষা, সংস্কৃতি ও খেলাধুলার ক্ষেত্রে সম্পর্ক উন্নয়নে সচেষ্ট হবে।
অনুচ্ছেদ ৮ ঃ দুই দেশের মধ্যেকার বর্তমান বন্ধুত্বপূর্ণ সম্পর্ক অনুযায়ী চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন পক্ষদ্বয়ের প্রত্যেকে ন্যায় ও নিষ্টার সাথে ঘোষণা করছে যে, তারা একে অপরের বিরুদ্ধে পরিচলিত কোন সামরিক চুক্তিতে আবদ্ধ হবে না ব অংশ গ্রহণ করবে না। চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন পক্ষদ্বয় একে অন্যের উপর আক্রমন থেকে ও বিরত থাকবে এবং তাদের ভূখন্ডে এমন কোন কাজ করতে দিবে না যাতে চুক্তি সম্পাদনকারী কোন পক্ষের প্রতিরক্ষার ক্ষেত্রে কোন ক্ষতি হতে পারে অথবা কোন পক্ষেও নিরাপত্তার প্রতি হুমকি হিসেবে বিবেচিত হতে পারে।
অনুচ্ছেদ ৯ ঃ কোন এক পক্ষের বিরুদ্ধে তৃতীয় পক্ষ সশস্ত্র সংঘর্ষে লিপ্ত হলে চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন পক্ষদ্বয়ের প্রত্যেকে এতদুল্লেখিত তৃতীয় পক্ষকে যে কোন প্রকার সাহায্য দানে বিরত থাকবে। এতদ্ব্যতীত যে কোন পক্ষ আক্রান্ত হলে অথবা আক্রান্ত হওয়ার আশংকা দেখা দিলে সেই আশংকা দুরীভূত এবং নিজের দেশের শান্তি ও নিরাপত্তা সুনিশ্চিত করার উদ্দেশ্যে যথাযথ সক্রিয় ব্যবস্থা গ্রহণের জন্য উভয়পক্ষ জরুরী ভিত্তিতে আলাপ-আলোচনায় মিলিত হবে।
অনুচ্ছেদ ১০ ঃ চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন উভয়পক্ষ নিষ্ঠার সাথে ঘোষণা করছে যে, এই চুক্তির সঙ্গে অসঙ্গতিপূর্ণ ও অহিতকর হতে পারে এমন কোন গোপন বা প্রকাশ্য এক বা একাধিক রাষ্ট্রের সঙ্গে উভয়ের কেউই কোন প্রতিশ্রে“তিতে আবদ্ধ হবে না।
অনুচ্ছেদ ১১ ঃ এই চুক্তি পঁচিশ বছর মেয়াদের জন্য স্বাক্ষরিত হলো। চুক্তি সম্পাদনকারী উভয়পক্ষের পারস্পরিক সম্মতিতে চুক্তির মেয়াদ বাড়ানো যেতে পারে। অত্র চুক্তি স্বক্ষর করার দিন থেকে কার্যকরী হবে।
অনুচ্ছেদ ১২ ঃ এই চুক্তির কোন এক বা একাধিক অনুচ্ছেদের বাস্তব অর্থ নিয়ে চুক্তি সম্পাদনকারী উচ্চ মর্যাদাসম্পন্ন পক্ষদ্বয়ের মধ্যে কোন মত পার্থক্য দেখা দিলে তা পারস্পরিক শ্রদ্ধা ও সমঝোতার মাধ্যমে শান্তিপূর্ণভাবে নিষ্পত্তি করতে হবে।
এই চুক্তি ১৯৭২ সালের ১৯শে মার্চ ঢাকায় সম্পাদিত ও স্বাক্ষরিত হলো।
