Performance of school teachersAS reported by media the other day, the government has introduced 'annual evaluation of the performance' of non-government secondary school teachers in a bid to improve the quality of education. The new system, which will be in place from the current year, will also help establish discipline and accountability in the non-government institutions. Such evaluation through the 'annual confidential report' is already in place for teachers of government schools and colleges. Promotion of teachers, increase in their salary, training and rewards will depend on evaluation reports, according to a circular of the Education Ministry.The upazila education officer will be the evaluating officer for a headmaster and the chairman of the school managing committee will countersign the report. The headmaster will be the evaluating officer for the assistant teachers and chairman of managing committee will countersign the reports. The teacher under evaluation will have to collect an evaluation form from the upazila education office by December 31 and submit the same to the evaluating officer by January 15 along with required personal information. The evaluation form will have to be submitted to the officer who is authorised to countersign it by January 31. There are more than 2.4 lakh teachers in 18,183 non-government secondary schools and nearly 9,000 teachers in 317 government secondary schools across the country. Teachers of the non-government schools have been receiving 100 per cent of their basic salary from the state exchequer since July 2006. The government spends about Tk 3,357 crore a year on the pay and perks of more than 4.7 lakh teachers and employees of more than 27,600 non-government high schools, madrasahs and colleges. Improvement of quality of instruction through the new system would however depend on fair evaluation by the government officers entrusted with the responsibility.
